Cardiff City Hall stands as one of Wales's most recognisable civic landmarks - a Grade I listed building at the heart of the city’s cultural and political life. The building is now undergoing a major refurbishment for an upgrade to its heating system to secure its future for generations to come . Ridge is providing civil and structural engineering consultancy services as part of this ambitious, multi‑phase project led by architects Powell Dobson and delivered on site by contractors Andrew Scott.
A two‑year programme to safeguard a national landmark
The refurbishment began in early 2025 and is expected to run through to the end of 2026. Phase 1 is currently well underway, with planning approval already submitted for Phase 2.
A key driver of the programme is the need to complete intrusive works before the peregrine falcon nesting season begins in March/April – a strict ecological constraint that shapes the pace and sequencing of activity across the site.
Our role: Structural and Civil Engineering expertise
Ridge is delivering a comprehensive suite of civil and structural engineering services, from non. Cardiff City Hall has evolved through several extensions dating from the 1930s to the 1980s, each constructed using different methods and materials. Our work ensures these layers can be integrated into a coherent, modernised whole while preserving the building’s architectural and historical significance.
Working in the most sensitive areas of the building
Among the most significant spaces is the Council Chamber, widely regarded as the most historically sensitive part of City Hall. Our approach is grounded in minimal intervention and maximum respect for the original fabric whilst adhering to conservation principles. We have been working closely with William Morris, a CARE‑accredited engineer and expert in historic buildings at Ridge, to ensure all interventions are sympathetic, reversible where possible, and aligned with best practice in conservation engineering.
Supporting broader goals: sustainability, social value, and regeneration
The refurbishment of Cardiff City Hall is not only a conservation project but also a significant contributor to the city’s wider social and cultural ambitions. It enhances social value by ensuring the building can continue to serve as a civic, cultural, and community hub.
