2JT9T3X Whitechapel - Elizabeth Line Station

Whitechapel Station, Elizabeth Line London

Shaping a better-connected London

THE ASPIRATION
Building a landmark interchange for East London
Whitechapel Station was a vital piece in the Elizabeth Line puzzle—one of the most complex redevelopment projects in the central section of Crossrail. As a major interchange for the Hammersmith & City, District and London Overground lines, the station needed to integrate seamlessly with the new subterranean Elizabeth Line. The aim was to create a modern, efficient hub, complete with a new ticket hall, spacious concourse, access shafts to 240m-long platforms and public realm improvements—all delivered within a densely built, live operational setting.

OUR RESPONSE
Bringing clarity and momentum to design delivery
We provided Project Management support to help steer the delivery of a fully coordinated and assured design in one of Crossrail’s most complex environments. Working as part of the multidisciplinary engineering team, we led programme controls and planning across all phases of design delivery – ensuring integration with the contractor’s programme and alignment across multiple stakeholders including TfL, LU, Network Rail and Crossrail.

Our team managed programme compliance under the NEC Professional Services Contract, producing all Clause 31, 32 and 60 submissions. We tracked and assessed more than 700 change events, helping to keep the project on course and safeguarding the client’s commercial position. When the scale and complexity of the work escalated, we supported a renegotiation of contract terms, moving from a lump sum model to a more flexible cost-reimbursable arrangement.

We also helped restructure the assurance process into manageable packages, streamlining coordination with the contractor’s procurement and construction timelines. Throughout, we worked to resolve design constraints, align competing stakeholder inputs and give the team the clarity they needed to move forward with confidence.

THE RESULT
A clear path through complexity
Thanks to our support, the design team stayed focused and coordinated despite constant change. Our proactive approach ensured that critical milestones were maintained, the commercial risks were managed and stakeholder inputs were handled in step. We helped justify key programme movements, giving the contractor a credible basis to avoid delays and penalties.

THE LASTING IMPACT
Setting a new standard for collaboration
The new Whitechapel Station now stands as a gateway to East London and a vital part of the Elizabeth Line. Behind the scenes, our planning and programme management expertise played a key role in turning a highly complex ambition into a successful reality – supporting smoother journeys for millions of passengers and setting a benchmark for future infrastructure delivery.
